Inguirer.net does the follow up...there is much resistance...
The Aircon in the Master bedroom went out on Easter Sunday. The whole split system is 12 years old, and the compressor is about 8 years old. We've been talking about replacing it, so we decided that if the repair was anymore than a couple hundred bucks we'd sign it's death certificate and get a new one. A better one with an amazing SEER RATING.
My mother and GWA's Heidi Ballendorf reminded me of the Rebate program at the Guam Energy office, so I called Steve Muna and he gave me the basics of the program and invited me to start what turned out to be the simplest interaction I've ever had with the Government.
Step One - Fill out forms
Step Two - Collect last three power bills
Step Three - Go to Energy office in the DPW compound
Step Four - get Voucher (mine was $500.00!!)
I took the voucher to JWS and bought a 20 SEER Westinghouse unit to replace the busted one. The whole business took less than an hour and most of that time was driving.
All the answers to your questions can be found on the Guam Energy website and there are no financial eligibility requirements. The list of participating retailers (Sadly, pretty short) is on the site as are .pdfs of all the forms you need to fill out.
I needed a replacement Split Air Conditioner. Rebates are available for other AC units, Freezers, Refrigerators, Washers and more. One to a customer per category. For use in primary residences only. Renters may have an additional step to take...call for more info: 646-4361 or click this link.
While googling around the other day, I found this paper. Of the 3 status options, I think Free Association is the most interesting. This paper adds an additional dimension to the discussion.
Dont be afraid of the citations and footnotes! it's an easy read.
Guam’s Future Political Status: An Argument for Free Association with U.S. Citizenship
UPDATE: Governor Calvo reported that they were working to fund the charges under the Department of Administration. Despite being unfunded, the Governor and DOA Admin Benita Manglona said there would be no disruption of credit card acceptance in the Government of Guam. CRISIS AVERTED!

Thank God for Tim Rock. He was the photog for the 40th Annual GRC Marathon. The opposite of a "fun run" for sure. Tim was at the finish line to capture the racers giving their last ounce to get across the line.
My first, but not my last. I hope every time I run, Tim is there to take pictures and Rhea is there to hand me a cold one!
This link will take you to one of my favorite pics

This link will take you to a map which shows graphically what the radiation measurements are in various places in Japan. Sadly the two Hot Spots (literally) Fukushima and Miyagi are under constant evaluation so no final numbers or colors are being assigned to the areas.
My interest in the screen is as an example of how I hope DHS provides detection data for Guam and the NMI.
